Seeing the Whole System

A cross-department reflection for organizations that need to move toward one shared result

The question

Are departments doing their tasks but not moving toward one shared result?

In many organizations, people are working hard. Each office has tasks, deadlines, reports, and responsibilities. Yet progress can still be slow, repeated work common, and a public result difficult to achieve.

A shared result rarely belongs to one office alone. It moves through people, units, decisions, information, resources, partners, and communities. When even one connection is unclear, work can become delayed, duplicated, or disconnected.

Choose one result that matters

Choose one priority that requires more than one office, team, or partner to succeed. Name the shared result, why it matters, and who should experience its benefit.

Look at the journey, not only the assignments

Work backward from the desired result. Identify conditions, actions, decisions, and services that must happen along the way. Name the offices, teams, leaders, partners, and communities that carry a necessary part.

Then make handoffs visible. A handoff occurs whenever work, information, responsibility, or a decision moves from one person or unit to another. A problem that appears to be poor performance may actually be a weak connection in the system.

  • What must happen for this result to become real?
  • Who contributes, and what do they need from others?
  • Which handoff creates the most delay, confusion, or repeated follow-up?
  • Which decisions can the working team make directly, and which require approval?
  • What are the people we serve experiencing as they move through this process?

A simple whole-system conversation

Set aside one hour with the people most directly involved. Write the shared result where everyone can see it. Ask: What does this result require from all of us, not only from my office? Where is the journey breaking down between us? What one connection, decision, or handoff can we strengthen in the next 30 days?

End with one shared commitment, the people who will carry it, what will be different in practice, and when you will review what happened.

A possible next step

Move from reflection to responsible action.

DS Concepts helps institutions create conditions for shared action: clearer direction, honest dialogue, stronger coordination, and practical commitments.
